I would have to say that this game is better than the other two. You have the option of upgrading customized weapons by earning cash from completed missions. If you destroy everything in sight you earn less cash. Less cash means you can't get the upgrades for your weapons. In the advanced stages there is "impacting evidence" that can count against you (not to mention everyone becomes suspicious of you because there is more evidence to incriminate you from previous missions).
